Background

Andrew has more than 30 years of litigation experience across a range of practice areas.  He primarily specialises in environment and resource management law. Based in Wellington, he also practices out of Richmond Chambers in Auckland. He acts for a wide range of clients, including some of New Zealand's most significant infrastructure, energy, public sector and private development clients on complex and contentious matters, including  securing consents for port, energy, transmission transportation, land development and other projects, designations, fast-track approvals, judicial review and Public Works Act claims.  He was engaged by the Resource Management Law Association to inform members about and lead its submission on RMA reform.

He is recognised as a pre-eminent RMA barrister in Doyle's Guide 2026.  Prior to his return to the bar in 2022 he was consistently endorsed as a leading individual by Legal 500 Asia Pacific and Chambers and Partners Asia Pacific over many years – including as a Legal 500 Hall of Fame inductee.

He is authorised to accept direct instructions from clients on RMA matters.
