Public and International Law

Members of Harbour Chambers have comprehensive experience in the practice of public law, including all aspects of administrative, constitutional, electoral and Parliamentary law. They regularly advise public and private sector clients on legal and strategic issues surrounding the development and implementation of legislation, the scope and exercise of public powers, and official reviews and inquiries. They are familiar with the full range of public law avenues including judicial review, Ombudsmen complaints, the Regulation Review Committee, and submissions to Select Committees. They also advise on issues relating to incorporated societies, clubs and other non-commercial associations. Members have conducted public inquiries and reviews and both advised and appeared before Commissions of Inquiry. Several members have significant expertise in international law, and are able to advise on the proper interpretation and implementation of New Zealand’s obligations under international treaties. They have a particular focus on international environmental law, defence and security, and the law of the sea.
